Temporary islands are new weekly islands that you can explore after you've completed all the necessary tasks on your Home Island. The game is designed so that you can learn all the required mechanics for completing adventure islands before they come up. All temporary islands become available at level 8. Once you reach level 8, you can take part in expeditions to the temporary islands.
